Former Andhra Pradesh Chief Secretary L V Subrahmanyam on Friday offered a mixed assessment of the NDA coalition government’s two-year tenure in the state. While appreciating certain aspects of its governance, he urged ministers and officials to become more accessible to the public.
Speaking in an interview with a news channel, Subrahmanyam said Jana Sena Party president and Deputy Chief Minister Pawan Kalyan should come out of his aura as a film star and become more accessible to ordinary people.
He said many people felt that securing an appointment with the Jana Sena chief was extremely difficult.
According to him, a large section of the public continues to view Pawan Kalyan primarily as a film star rather than as a constitutional functionary.
The former bureaucrat said that, as Deputy Chief Minister, Pawan should be accorded the respect due to his office and allowed to discharge his responsibilities without being constantly surrounded by admirers and fans.
Recalling his own experience, Subrahmanyam revealed that he had personally tried to secure an appointment with Pawan Kalyan but had been unsuccessful.
“I have no personal interests or business motives. Even after serving as Chief Secretary, I meet people only to discuss public causes, charitable activities, spirituality and issues that benefit society. Yet, I have not had an opportunity to meet Pawan Kalyan so far,” he said.
The former Chief Secretary said the government’s overall performance had been satisfactory but stressed that there was considerable scope for improvement, particularly in public engagement.
According to him, elected representatives and government officials should follow a structured approach while touring districts and interacting with citizens. Such efforts, he said, would help build greater trust and goodwill among the public.
Subrahmanyam singled out Irrigation Minister Nimmala Ramanaidu for praise, describing his performance as effective.
He suggested that other ministers should demonstrate a similar sense of responsibility and commitment.
He also called upon district collectors, police officials and lower-level government staff across the state to improve their responsiveness and accessibility to citizens.
The former Chief Secretary suggested that the coalition government release a comprehensive white paper detailing its achievements over the past two years.
Such a document, he said, would help citizens better understand the government’s performance and policy outcomes.
On the state’s finances, Subrahmanyam sounded a note of caution, warning that Andhra Pradesh could face difficulties if it failed to reduce its financial burden and adopt stricter fiscal discipline.
He urged political leaders and senior bureaucrats to focus on improving the state’s financial health and implementing measures aimed at long-term sustainability.
