Andhra Pradesh Legislative Assembly Speaker Chintakayala Ayyanna Patrudu has said that he has urged the Centre to enact a law under which legislators who fail to attend Assembly proceedings in any state would have their salaries recovered.
Speaking to reporters in Tuni on Tuesday, Ayyanna Patrudu said he was yet to receive a response from the Central government on his proposal.
He said the Assembly session was scheduled to begin in a few days and appealed to YSR Congress Party president and former Chief Minister Y.S. Jagan Mohan Reddy to attend the proceedings.
Ayyanna Patrudu said people had elected Jagan with the expectation that he would raise their problems in the Assembly and work towards finding solutions.
The Speaker said elected representatives have a responsibility to be present in the House and voice the concerns of the people who voted for them.
He alleged that some YSRCP MLAs were signing the attendance register and leaving the Assembly premises without participating in the proceedings.
Ayyanna Patrudu said the Assembly had introduced a new system to ensure that legislators were physically present in the House when their attendance was recorded.
Under the new system, automatic cameras would be activated when MLAs sit in their allotted seats in the Assembly.
Their attendance would be considered valid only when they are detected in their designated seats, he explained.
The Speaker said the new mechanism was aimed at ensuring greater accountability among legislators and preventing the practice of marking attendance without actually taking part in the proceedings.
He also said the Business Advisory Committee meeting scheduled for August 17 would decide the number of days for which the Assembly session would be conducted.
